There was a devotee named Vashishta who was a great devotee of Lord Shiva. He remained Brahmachari all his life and used to perform each and every linga pooja. He used to go to Kedareshwar temple in the Himalayas every poornima of Chaitra month ( March April ). After the death of his Guru he started residing in Kashi. He still went o Kedareshwar temple in the Himalayas till the age of 61. But due to old age, he could not move and started praying Lord Shiva at Kashi. Lord Shiva is pleased with him appeared before him and stayed in Varanasi in the form of Kedareshwar.
